(1) The department shall review and rank applications based on the criteria in this section and transmit the applications to the committee for review.
Terms Used In Utah Code 26B-4-312
- Committee: means the Primary Care Grant Committee described in Section
26B-1-410 . See Utah Code 26B-4-301 - Executive director: means the executive director of the department appointed under Section 26B-1-203. See Utah Code 26B-1-102
- Medically underserved population: means the population of an urban or rural area or a population group that the committee determines has a shortage of primary health care. See Utah Code 26B-4-301
- Primary care grant: means a grant awarded by the department under Subsection
26B-4-310 (1). See Utah Code 26B-4-301 - Primary health care: includes :(11)(b)(i) services of physicians, nurses, physician's assistants, and dentists licensed to practice in this state under Title 58, Occupations and Professions;(11)(b)(ii) diagnostic and radiologic services;(11)(b)(iii) preventive health services including perinatal services, well-child services, and other services that seek to prevent disease or its consequences;(11)(b)(iv) emergency medical services;(11)(b)(v) preventive dental services; and(11)(b)(vi) pharmaceutical services. - Process: means a writ or summons issued in the course of a judicial proceeding. See Utah Code 68-3-12.5
(2) The committee shall, after reviewing the applications transferred to the committee under Subsection (1), make recommendations to the executive director.(3) The executive director shall, in accordance with the committee’s recommendations, decide which applications to award grants under Subsection 26B-4-310(1).(4) The department shall establish rules in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, governing the application form, the process, and the criteria the department will use in reviewing, ranking, and awarding grants and contracts under this part.(5) When reviewing, ranking, and awarding a primary care grant under Subsection 26B-4-310(1), the department shall consider the extent to which an applicant:(5)(a) demonstrates that the area or a population group the applicant will serve under the application has a shortage of primary health care and that the primary health care will be located so that it provides assistance to the greatest number of individuals in the population group;(5)(b) utilizes other sources of funding, including private funding, to provide primary health care;(5)(c) demonstrates the ability and expertise to serve a medically underserved population;(5)(d) agrees to submit a report to the committee annually; and(5)(e) meets other criteria determined by the department in consultation with the committee.(6) The department may use up to 5% of the funds appropriated by the Legislature to the primary care grant program to pay the costs of administering the program.
