As used in this chapter:
(1) “Broadband center” means the Utah Broadband Center created in Section 63N-17-201 .

- Letter of intent: means the submission provided by the state to the Assistant Secretary of Commerce for Communications and Information as part of the state's BEAD Application, as set forth in Utah Code 63N-17-102
- Person: means :(24)(a) an individual;(24)(b) an association;(24)(c) an institution;(24)(d) a corporation;(24)(e) a company;(24)(f) a trust;(24)(g) a limited liability company;(24)(h) a partnership;(24)(i) a political subdivision;(24)(j) a government office, department, division, bureau, or other body of government; and(24)(k) any other organization or entity. See Utah Code 68-3-12.5
- State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
(2) “Final proposal” means the submission provided by the state to the Assistant Secretary of Commerce for Communications and Information as part of the state’s BEAD Application, as set forth in 47 U.S.C. § 1702(e)(4).(3) “Initial proposal” means the submission provided by the state to the Assistant Secretary of Commerce for Communications and Information as part of the state’s BEAD Application, as set forth in 47 U.S.C. § 1702(e)(3).(4) “Letter of intent” means the submission provided by the state to the Assistant Secretary of Commerce for Communications and Information as part of the state’s BEAD Application, as set forth in 47 U.S.C. § 1702(e)(1)(B).(5) “Public-private partnership” means an arrangement or agreement between a government entity and one or more private persons to fund and provide for a public need through the development or operation of a public project in which the private person or persons share with the government entity the responsibility or risk of developing, owning, maintaining, financing, or operating the project.(6) “Subgrantee” means an entity that receives funds from the state under:(6)(a) the Broadband Access Grant Program created in Section63N-17-301 ; or(6)(b) the Broadband Equity Access and Deployment Grant Program created in Section63N-17-401 .(7) “State BEAD application” means a submission by the state for a grant under the federal Broadband Equity Access and Deployment Program established under 47 U.S.C. § 1702(b), consisting of a letter of intent, initial proposal, and final proposal.
