Terms Used In Utah Code 72-1-211
- Commission: means the Transportation Commission created under Section 72-1-301. See Utah Code 72-1-102
- Department: means the Department of Transportation created in Section 72-1-201. See Utah Code 72-1-102
- Executive director: means the executive director of the department appointed under Section 72-1-202. See Utah Code 72-1-102
- Public transit: means the same as that term is defined in Section 17B-2a-802. See Utah Code 72-1-102
(1)(a) The executive director shall develop statewide strategic initiatives across all modes of transportation.
(1)(b) To develop the strategic initiatives described in Subsection (1)(a), the executive director shall consult with the commission and relevant stakeholders, including:
(1)(b)(i) metropolitan planning organizations;
(1)(b)(ii) county and municipal governments;
(1)(b)(iii) transit districts; and
(1)(b)(iv) other transportation stakeholders.
(1)(c) To develop the strategic initiatives described in Subsection (1)(a), the executive director shall consider:
(1)(c)(i) regional transportation plans developed by metropolitan planning organizations;
(1)(c)(ii) local transportation plans developed by county and municipal governments;
(1)(c)(iii) public transit plans developed by public transit districts; and
(1)(c)(iv) other relevant transportation plans developed by other stakeholders.
(1)(d) To develop the strategic initiatives described in Subsection (1)(a), the executive director shall consider projected major centers of economic activity, population growth, and job centers.

(2)(a) The strategic initiatives developed under Subsection (1) shall include consideration of the following factors:
(2)(a)(i) corridor preservation;
(2)(a)(ii) congestion reduction;
(2)(a)(iii) economic development and job creation;
(2)(a)(iv) asset management;
(2)(a)(v) sustainability;
(2)(a)(vi) optimization of return on investment;
(2)(a)(vii) development of new transportation capacity projects;
(2)(a)(viii) long-term maintenance and operations of the transportation system;
(2)(a)(ix) safety;
(2)(a)(x) incident management;
(2)(a)(xi) homeland security;
(2)(a)(xii) mobility and access; and
(2)(a)(xiii) transportation-related air quality.
(2)(b) The strategic initiatives shall include an assessment of capacity needs and establish goals for corridors that meet all of the following:
(2)(b)(i) high volume of travel and throughput;
(2)(b)(ii) connection of projected major centers of economic activity, population growth, and future job centers;
(2)(b)(iii) major freight corridors; and
(2)(b)(iv) corridors accommodating multiple modes of travel.

(3)(a) The executive director or the executive director’s designee shall report the strategic initiatives of the department developed under Subsection (1) to the Transportation Commission and, before December 1 of each year, the Transportation Interim Committee.
(3)(b) The report required under Subsection (3)(a) shall include the measure that will be used to determine whether the strategic initiatives have been achieved.
(4) After compliance with Subsection (3) and in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the department shall make rules establishing the strategic initiatives developed under this part.
(5) The executive director shall ensure that the strategic initiatives developed under Subsection (1):
(5)(a) are reviewed and updated as needed, but no less frequent than every four years; and
(5)(b) cover at least a 20-year horizon.
