(1) The state engineer shall establish a formal written procedure for the review of plans submitted pursuant to Section 73-5a-202 . Plans shall be reviewed according to:

- State: when applied to the different parts of the United States, includes a state, district, or territory of the United States. See Utah Code 68-3-12.5
(1)(a) design criteria which the state engineer shall specify in rules; and
(1)(b) data or criteria generally accepted by the general dam design community.
(2) Upon review of the plans, the state engineer will:
(2)(a) approve them with appropriate conditions;
(2)(b) reject them; or
(2)(c) return them for correction.
(3) The state engineer shall document each review indicating:
(3)(a) how the plans were reviewed; and
(3)(b) his evaluation of the plans.
