(a) All payments made by any city, town, or agency of the state shall be credited by the general treasurer to a revolving fund which shall be established with the approval of the governor and the director of administration and a sum sufficient for the purpose is hereby appropriated out of any money in the treasury not otherwise appropriated.

- town: may be construed to include city; the words "town council" include city council; the words "town clerk" include city clerk; the words "ward clerk" include clerk of election district; the words "town treasurer" include city treasurer; and the words "town sergeant" include city sergeant. (b) Any payments by the general treasurer to the secretary of the treasury as hereinabove authorized and as provided in § 36-7-3(2), shall be charged to that fund.
