Sec. 8. Regarding the management of the Band’s gaming operations, the Band shall have the sole proprietary interest and shall be the primary beneficiary of the Band’s gaming operations. A Gaming Facility at which Class III gaming operations are authorized under this Compact shall be owned solely by the Band.
