Sec. 8. As used in this chapter, “local exchange company” or “LEC” refers to any communications service provider (as defined in IC 8-1-2.6-13(b)) that:
(2) is required to provide dual party relay services to deaf, hard of hearing, and speech impaired persons under federal law.
(1) has a certificate of territorial authority on file with the commission; and

- commission: refers to the Indiana utility regulatory commission. See Indiana Code 8-1-2.8-2
- dual party relay services: means telecommunications transmission services that provide the ability for a person who has a hearing impairment or speech impairment to engage in communication with a hearing person in a manner that is functionally equivalent to the ability of an individual who does not have a hearing impairment or speech impairment to communicate using voice communication services.
