Sec. 13. As used in this chapter, “wireless facility” means the set of equipment and network components that are:
(2) necessary to provide wireless communications service.
(1) owned and operated by a communications service provider; and

- communications service provider: has the meaning set forth in Indiana Code 8-1-32.3-4.2
- wireless communications service: means services, whether mobile or at a fixed location, that are provided using wireless facilities through licensed or unlicensed spectrum. See Indiana Code 8-1-32.3-12.5
- wireless support structure: means a freestanding structure that is:

The term does not include a wireless support structure.
