Sec. 1. (a) This chapter applies to:
(2) municipalities with a population of at least fifteen thousand (15,000).
(1) all counties; and

- Population: has the meaning set forth in Indiana Code 1-1-4-5
(b) As used in this chapter, “governing body” means the county executive, the city executive, or the town legislative body.
