Sec. 4. As used in this chapter, “scenic river” means a river that:
(2) is accessible in several places; and
(1) is free of impoundments;

- river: means any flowing body of water and adjacent land or part of the body of water and adjacent land. See Indiana Code 14-29-6-3
(3) has minimal pollution and shoreline developments.
