Sec. 1. (a) The center shall facilitate the coordination of regulatory duties of the state board and the board upon the approval of each respective entity, as set forth in a memorandum of understanding or other agreement.

     (b) Nothing in this article shall be construed to amend the independent duties, authorities, and funding mechanisms of the board and the state board.
