The proceeds of all fines and penalties collected for offenses committed against the Commonwealth, and directed by Article VIII, § 8 of the Constitution of Virginia to be set apart as a part of a perpetual and permanent literary fund, shall be paid and collected only in lawful money of the United States, and shall be paid into the state treasury to the credit of the Literary Fund, and shall be used for no other purpose whatsoever.
