Where, pursuant to La. Rev. Stat. 48:588, a special tax has been voted and authorized on behalf of a parish, or a road, sub-road, or consolidated road district, the governing authority of the parish, the parish of Orleans excepted, may, in order to pay for building roads and bridges in the parish or district, anticipate the revenues to be realized from the special tax for a period of not more than five years and may borrow money on behalf of the parish or district for which the special tax was voted, and issue negotiable certificates of indebtedness covering the loan. This money shall be used only for the purposes for which the special tax was voted.
