In the event that a county chairman is designated a duty under the Election Code [N.M. Stat. Ann. Chapter 1] and a political party in a county does not have a county chairman to carry out the designated duty and where there are no other provisions delegating the duty assigned to the county chairman, the state chairman of the political party shall carry out the designated duty.
