The commissioner is authorized to make, publish and enforce all necessary and reasonable rules and regulations for carrying out the purposes and provisions of this act N.M. Stat. Ann. § 19-10-31 to 19-10-38 and shall take necessary precautions for the safekeeping and protection of the instruments and records referred to in this act.
