A majority of the members of the board of trustees shall constitute a quorum for the transaction of business, and the land grant-merced and its inhabitants shall be bound by the acts of the board pursuant to the provisions of N.M. Stat. Ann. Chapter 49, Article 4 and the land grant-merced bylaws.
