An interested person may request in writing that a board subject to the Uniform Licensing Act adopt, amend or repeal a rule. Within one hundred twenty days after receiving the written request, the board shall either initiate proceedings in accordance with the State Rules Act [N.M. Stat. Ann. Chapter 14, Article 4] or issue a concise written statement of its reason for denial of the request. The denial of such a request is not subject to judicial review.
