No interim debenture issued pursuant to the provisions of Section 89 [72-16-89 N.M. Stat. Ann.] hereof shall be extended or funded except by the issuance or reissuance of a bond or bonds in compliance with Section 91 [72-16-91 N.M. Stat. Ann.] hereof.
