Conservancy districts, having adopted rules and regulations providing for the distribution and allocation of irrigation waters pursuant to the provisions of this act [73- 14-49 to 73-14-53 N.M. Stat. Ann.], shall have all powers available by law to enforce the same, including the right of injunction and mandamus.
