Any qualified elector who desires to become a candidate for election as a member of a conservancy district board of directors shall file a written notice of candidacy with the proper filing officer in accordance with the provisions of the Local Election Act [N.M. Stat. Ann. Chapter 1, Article 22]. In addition, a notice for candidacy shall be signed by at least ten qualified electors within the conservancy district.
