The provisions of Sections 17-2-14 and 17-3-32 N.M. Stat. Ann. shall not apply to any raptor belonging to and used by a nonresident under a valid falconer’s license or permit from another state, providing that the importation into and possession within New Mexico is only for purposes of transit or to hunt mammals or birds during legal falconry or nongame seasons; except that any nonresident who uses a raptor to hunt any mammal or bird in New Mexico shall otherwise abide by regulations established with reference to hunting by nonresident falconers in the state.
