An order or a certified copy of an order, over the seal of the Department and purporting to be signed by the Secretary, shall be prima facie proof that:
         (1) the signature is the genuine signature of the

    
Secretary;
        (2) the Secretary is duly appointed and qualified;
    
and
        (3) the Board and its members are qualified to act.
    
This proof may be rebutted.
