(a) A brownfield redevelopment district formed and incorporated pursuant to Section 22-30E-14 shall be governed by a board of directors who shall have and exercise all power and authority of the district.

(b) The board of directors shall be appointed by the governing body of the establishing local government and composed of the number of directors, provided not less than three, and for the terms of office as provided for in the articles of incorporation. Any officer of the local government or owner of any affected property within the district, regardless of residence, may serve as a director of the district. The board shall elect a chair, vice chair, and secretary-treasurer from the members of the board.
(c) All directors shall remain in office upon the expiration of their term until a successor is appointed, and may be impeached and removed from office as provided in Section 175 of the Constitution of Alabama of 2022, and by the general laws of the state for impeachment and removal of officers mentioned in Section 175. A majority of the directors shall constitute a quorum for the exercise of all authority and powers of the district. Each director shall serve without compensation.
