(a) Except as provided otherwise in this act, the proceeds from the bonds issued by the authority and interest income thereon are appropriated as follows: Eighty million dollars ($80,000,000) of the bonds shall be used for the improvement, renovation, equipping, acquisition, provision, construction, and maintenance of state parks under the jurisdiction of the Department of Conservation and Natural Resources and the issuance costs of the bonds and five million dollars ($5,000,000) for the costs of the improvement, renovation, acquisition, provision, construction, equipping, and maintenance of public historical sites and public historical parks under the jurisdiction of the Alabama Historical Commission.

(b) Provided, however, the Alabama Historical Commission shall not use bond proceeds for the improvement, acquisition, provision, construction, equipping, or maintenance of Confederate Memorial Park in Marbury.
