The commissioner of public safety, or a person designated by the commissioner of public safety, may file a civil complaint in the district court to enforce Alaska Stat. § 18.65.640. A person who fails to comply with Alaska Stat. § 18.65.640 is subject to a civil fine of not more than $1,000.
