(a) The director shall examine the affairs and transactions of a health maintenance organization in the same manner as prescribed for an insurer in Alaska Stat. § 21.06.14021.06.180.

(b) As often as is reasonably necessary for the protection of the interests of the people of the state, but at least once every three years, the director shall require submission of an independent review of the quality of care provided by a health maintenance organization either directly or indirectly through contract, agreement, or other arrangement for provisions of health care services to enrollees of the health maintenance organization. The review required under this subsection shall be done by a review organization approved by the Department of Health and shall be done under regulations adopted by that department. The health maintenance organization shall pay the cost of the review.
