(a) The district court has jurisdiction of civil cases, including foreign judgments filed under Alaska Stat. § 09.30.200 and arbitration proceedings under Alaska Stat. § 09.43.170 or 09.43.530 to the extent permitted by Alaska Stat. § 09.43.010 and 09.43.300, as follows:

Terms Used In Alaska Statutes 22.15.030

  • action: includes any matter or proceeding in a court, civil or criminal. See Alaska Statutes 01.10.060
  • Contract: A legal written agreement that becomes binding when signed.
  • Damages: Money paid by defendants to successful plaintiffs in civil cases to compensate the plaintiffs for their injuries.
  • Defendant: In a civil suit, the person complained against; in a criminal case, the person accused of the crime.

  • Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
  • Lien: A claim against real or personal property in satisfaction of a debt.
  • person: includes a corporation, company, partnership, firm, association, organization, business trust, or society, as well as a natural person. See Alaska Statutes 01.10.060
  • property: includes real and personal property. See Alaska Statutes 01.10.060
  • Statute: A law passed by a legislature.
  • Tort: A civil wrong or breach of a duty to another person, as outlined by law. A very common tort is negligent operation of a motor vehicle that results in property damage and personal injury in an automobile accident.
(1) for the recovery of money or damages when the amount claimed exclusive of costs, interest, and attorney fees does not exceed $100,000 for each defendant;
(2) for the recovery of specific personal property, when the value of the property claimed and the damages for the detention do not exceed $100,000;
(3) for the recovery of a penalty or forfeiture, whether given by statute or arising out of contract, not exceeding $100,000;
(4) to give judgment without action upon the confession of the defendant for any of the cases specified in this section, except for a penalty or forfeiture imposed by statute;
(5) for establishing the fact of death or cause and manner of death of any person in the manner prescribed in Alaska Stat. § 09.55.02009.55.069;
(6) for the recovery of the possession of premises in the manner provided under Alaska Stat. § 09.45.07009.45.160 when the value of the arrears and damage to the property does not exceed $100,000;
(7) for the foreclosure of a lien when the amount in controversy does not exceed $100,000;
(8) for the recovery of money or damages in motor vehicle tort cases when the amount claimed exclusive of costs, interest, and attorney fees does not exceed $100,000 for each defendant;
(9) over civil actions for taking utility service and for damages to or interference with a utility line filed under Alaska Stat. § 42.20.030;
(10) over cases involving protective orders for domestic violence under Alaska Stat. § 18.66.10018.66.180;
(11) over cases involving cruelty to or seizure, destruction, adoption, or cost of care of animals under Alaska Stat. § 03.55.10003.55.190.
(b) Insofar as the civil jurisdiction of the district courts and the superior court is the same, the jurisdiction is concurrent. Except for a petition for a protective order under Alaska Stat. § 18.66.10018.66.180, an action that falls within the concurrent jurisdiction of the superior court and the district court may not be filed in the superior court, except as provided by rules of the supreme court.
