Terms Used In Alaska Statutes 28.10.021

  • commissioner: means the commissioner of administration. See Alaska Statutes 28.90.990
  • department: means the Department of Administration. See Alaska Statutes 28.90.990
  • Donor: The person who makes a gift.
  • Gift: A voluntary transfer or conveyance of property without consideration, or for less than full and adequate consideration based on fair market value.
  • motor vehicle: means a vehicle which is self-propelled except a vehicle moved by human or animal power. See Alaska Statutes 28.90.990
  • owner: means a person, other than a lienholder, having the property in or title to a vehicle, including but not limited to a person entitled to the use and possession of a vehicle subject to a security interest in another person, but exclusive of a lessee under a lease not intended as security. See Alaska Statutes 28.90.990
  • person: includes a corporation, company, partnership, firm, association, organization, business trust, or society, as well as a natural person. See Alaska Statutes 01.10.060
  • state: means the State of Alaska unless applied to the different parts of the United States and in the latter case it includes the District of Columbia and the territories. See Alaska Statutes 01.10.060
  • vehicle: means a device in, upon, or by which a person or property may be transported or drawn upon or immediately over a highway or vehicular way or area. See Alaska Statutes 28.90.990
  • writing: includes printing. See Alaska Statutes 01.10.060
(1) pay all registration fees and taxes required under this chapter and federal heavy vehicle use taxes required under 26 U.S.C. § 4481 (Internal Revenue Code of 1954);
(2) unless the owner qualifies as a self-insurer under Alaska Stat. § 28.20.400 or is exempted from obtaining liability insurance under Alaska Stat. § 28.22.011, certify to the department the existence of a motor vehicle liability policy that complies with Alaska Stat. § 28.22.011 for the vehicle being registered; in this paragraph, “certify” means to indicate by check-off on the vehicle registration form prescribed by the department the existence of a policy of insurance, if a policy is required at that time, and the intention to continue the policy or obtain a policy as required by this subsection; and
(3) comply with other applicable statutes and regulations.
(b) At the time of application for registration or renewal of registration, the department shall provide the applicant written information explaining the state‘s financial responsibility law.
(c) An employee of the department who processes an application for registration or renewal of registration, other than an application received by mail or an application for registration under Alaska Stat. § 28.10.152, shall ask the applicant orally whether the applicant wishes to execute an anatomical gift. The department shall make known to all applicants the procedure for executing an anatomical gift under Alaska Stat. Chapter 13.52 (Health Care Decisions Act) by displaying posters in the offices in which applications are taken, by providing a brochure or other written information to each person who applies in person or by mail, and, if requested, by providing oral advice. The department shall inform each applicant in writing that, if the applicant executes a gift under Alaska Stat. Chapter 13.52 and if the gift is made with the registration application, the department will transmit the information on the registration to a donor registry created under Alaska Stat. § 13.50.110. The department shall also direct the applicant to notify a procurement organization or the department under Alaska Stat. § 13.50.140 if the registration is destroyed or mutilated or the gift is revoked under Alaska Stat. § 13.52.183. The department shall carry out the requirements of Alaska Stat. § 13.50.10013.50.190.
