The purpose of Alaska Stat. Chapter 35.05, Alaska Stat. Chapter 35.10, Alaska Stat. Chapter 35.15, and Alaska Stat. Chapter 35.20 is to establish a public works department capable of carrying out a public works planning and construction program that will provide public buildings necessary to efficient government, and boat harbors, jetties, dikes, and breakwaters necessary to the economy of Alaska communities, all of which is to the advantage and benefit of the general welfare of the public.
