The governor from time to time may transmit to the legislature proposed supplemental or special appropriations in accordance with Alaska Stat. § 37.07.070 which in the governor’s judgment are necessary. However, if the governor finds that an emergency situation necessitates the proposal of supplemental or special appropriations, the governor may transmit them to the legislature at any time. The governor shall accompany each proposal with a statement of the reasons for it, including the reasons for its omission from the budget.
