Arizona Laws 41-771. Powers and duties of director relating to employees in covered service
The director shall adopt rules and procedures that are applicable only to employees in covered service. The rules and procedures shall provide for:

- Action: includes any matter or proceeding in a court, civil or criminal. See Arizona Laws 1-215
- Covered service: means that employment status conferring rights of appeal as prescribed in sections 41-782 and 41-783 or Section 41-1830. See Arizona Laws 41-741
- Director: means the director of the department of administration. See Arizona Laws 41-701.01
- Employee: means all officers and employees of this state, whether in covered service or uncovered service, unless otherwise prescribed. See Arizona Laws 41-741
- Full authority peace officer: means a peace officer whose authority to enforce the laws of this state is not limited by the rules adopted by the Arizona peace officer standards and training board. See Arizona Laws 41-741
- Original probationary period: means the specified period following initial appointment to covered service. See Arizona Laws 41-741
- Peace officers: means sheriffs of counties, constables, marshals, policemen of cities and towns, commissioned personnel of the department of public safety, personnel who are employed by the state department of corrections and the department of juvenile corrections and who have received a certificate from the Arizona peace officer standards and training board, peace officers who are appointed by a multicounty water conservation district and who have received a certificate from the Arizona peace officer standards and training board, police officers who are appointed by community college district governing boards and who have received a certificate from the Arizona peace officer standards and training board, police officers who are appointed by the Arizona board of regents and who have received a certificate from the Arizona peace officer standards and training board, police officers who are appointed by the governing body of a public airport pursuant to section 28-8426 and who have received a certificate from the Arizona peace officer standards and training board, peace officers who are appointed by a private postsecondary institution pursuant to section 15-1897 and who have received a certificate from the Arizona peace officer standards and training board and special agents from the office of the attorney general, or of a county attorney, and who have received a certificate from the Arizona peace officer standards and training board. - Probation: A sentencing alternative to imprisonment in which the court releases convicted defendants under supervision as long as certain conditions are observed.
- Probationary period: means a working test period of employment in a covered service position for evaluation of the employee's work. See Arizona Laws 41-741
- Rules: means rules adopted by the department of administration, human resources division. See Arizona Laws 41-741
1. The continuation of a probationary period for probationary employees.
2. A minimum period of original probationary service following the initial appointment of a full authority peace officer as certified by the Arizona peace officers standards and training board or the initial appointment of a correctional officer I, correctional officer II, correctional officer III or community corrections officer. During an original probationary period, the probationary employee shall perform the actual duties of the position and may be discharged without cause. The director shall establish a period of promotional probation service.
3. Disciplinary action to be taken against an employee only if cause exists.
4. Reduction in force by reason of lack of monies or work, abolition of a position or a material change in duties or organization as provided in section 41-772.
