Arizona Laws 44-1380. Consumer incentive item regulation; state preemption; definition
A. The regulation and use of consumer incentive items from retail food establishments are of statewide concern. The regulation of consumer incentive items pursuant to this article and their use, including their use in retail food establishment marketing, are not subject to further regulation by a county, city, town or other political subdivision of this state.

B. For the purposes of this section, "consumer incentive item" means any licensed media character, toy, game, trading card, contest, point accumulation, club membership, admission ticket, token, code or password for digital access, coupon, voucher, incentive, crayons, coloring placemats or other premium or prize or consumer product that is associated with a meal served by or acquired from a restaurant, food establishment or convenience store.
