- Board: means the transportation board. See Arizona Laws 28-101
- Bonds: means any bonds that are payable from the state highway fund as provided in chapter 21, article 1 of this title. See Arizona Laws 28-6531
- Court: means the juvenile division of the superior court when exercising its jurisdiction over children in any proceeding relating to delinquency. See Arizona Laws 8-382
- Department: means the department of transportation acting directly or through its duly authorized officers and agents. See Arizona Laws 28-101
- Director: means the director of the department of transportation. See Arizona Laws 28-101
- highway: means the entire width between the boundary lines of every way if a part of the way is open to the use of the public for purposes of vehicular travel. See Arizona Laws 28-101
- highway user revenues: means all monies received in this state from licenses, taxes, penalties, interest and fees authorized by the following:

- juvenile: means an individual who is under eighteen years of age. See Arizona Laws 8-201
- Motor vehicle fuel: includes all products that are commonly or commercially known or sold as gasoline, including casinghead gasoline, natural gasoline and all flammable liquids, and that are composed of a mixture of selected hydrocarbons expressly manufactured and blended for the purpose of effectively and efficiently operating internal combustion engines. - Population: means the population determined in the most recent United States decennial census or the most recent special census as provided in section 28-6532 and revisions to the decennial or special census certified by the United States bureau of the census. See Arizona Laws 28-6531
- Restitution: The court-ordered payment of money by the defendant to the victim for damages caused by the criminal action.
- Right-of-way: when used within the context of the regulation of the movement of traffic on a highway means the privilege of the immediate use of the highway. See Arizona Laws 28-101
- Rights: means any right granted to the victim by the laws of this state. See Arizona Laws 8-382
- State: means a state of the United States and the District of Columbia. See Arizona Laws 28-101
- State highway: means a state route or portion of a state route that is accepted and designated by the board as a state highway and that is maintained by the state. See Arizona Laws 28-101
- State highway fund: means the state highway fund established by section 28-6991. See Arizona Laws 28-6531
- State route: means a right-of-way whether actually used as a highway or not that is designated by the board as a location for the construction of a state highway. See Arizona Laws 28-101
- Statute: A law passed by a legislature.
- United States: includes the District of Columbia and the territories. See Arizona Laws 1-215
- Victim: means a person against whom the delinquent act was committed, or if the person is killed or incapacitated, the person's spouse, parent, child, grandparent or sibling, any other person related to the person by consanguinity or affinity to the second degree or any other lawful representative of the person, except if the person or the person's spouse, parent, child, grandparent, sibling, other person related to the person by consanguinity or affinity to the second degree or other lawful representative is in custody for an offense or is the accused.
