(a) A person shall not knowingly present for recording or filing with a county recorder a deed, instrument, or other document related to a conveyance subject to § 8560 of the Public Resources Code unless it is accompanied by a certificate of compliance from the State Lands Commission. A person who presents for recording or filing with a county recorder a deed, instrument, or other document in violation of this section is liable for a civil penalty not to exceed five thousand dollars ($5,000).

(b) Civil penalties collected pursuant to this section shall be deposited into the state General Fund.
