The division shall enforce this part by the issuance of a citation and notice of civil penalty in a manner consistent with Section 6317. Any owner or operator who receives a citation and penalty may appeal the citation and penalty to the Occupational Safety and Health Appeals Board in a manner consistent with Section 6319.

Terms Used In California Labor Code 7931
- Appeal: A request made after a trial, asking another court (usually the court of appeals) to decide whether the trial was conducted properly. To make such a request is "to appeal" or "to take an appeal." One who appeals is called the appellant.
- Appeals board: means the Occupational Safety and Health Appeals Board, within the department. See California Labor Code 6302
- Division: means the Division of Occupational Safety and Health. See California Labor Code 6302
- owner: means a person who owns or controls or has the duty to control the operation of an amusement ride. See California Labor Code 7921
