(a) Notwithstanding any other law, all state agencies implementing this state policy shall do so in a manner consistent with the mission of their agency that protects the health and safety of the public and that conserves natural and cultural resources. This section shall not prohibit an affected state agency, department, board, office, conservancy, or commission from enacting any policy, standard, or condition that is intended to preserve the public health and safety.

(b) The state shall encourage the types of access that promote, and are consistent with, the conservation goals described in subdivision (a).

(c) On or before January 1, 2024, the Natural Resources Agency shall prepare a report and submit it to the Legislature containing information related to the implementation of this division.

(d) (1) The requirement for submitting a report imposed under subdivision (c) is inoperative on January 1, 2026, pursuant to § 10231.5 of the Government Code.

(2) A report to be submitted pursuant to subdivision (c) shall be submitted in compliance with § 9795 of the Government Code.
