The provisions of this division shall not be subject to the provisions of the California Environmental Quality Act (commencing with § 21000 of the Public Resources Code), the Subdivision Map Act (commencing with § 66410 of the Government Code), or the Property Acquisition Law (commencing with § 15850 of the Government Code).
