Upon appropriation by the Legislature, funds transferred, or scheduled as a reimbursement, to the account, pursuant to Section 21682.5 of this code and § 194 of the Streets and Highways Code, shall be available for allocation by the director for the following purposes:
(a) State transportation planning.
