No person under the age of 18 years, on and after January 1, 1990, shall operate an all-terrain vehicle on public lands of this state unless the person satisfies one of the following conditions:
(a) The person is taking a prescribed safety training course under the direct supervision of a certified all-terrain vehicle safety instructor.
Terms Used In California Vehicle Code 38503
- All-terrain vehicle: means a motor vehicle subject to subdivision (a) of Section 38010 that is all of the following:

- all-terrain vehicle safety instructor: is a person who is sponsored by an all-terrain vehicle safety training organization, who has completed a course in all-terrain vehicle safety instruction administered by an approved all-terrain vehicle safety training organization, and who has been licensed by the department pursuant to Section 11105. See California Vehicle Code 111.3
- Person: includes a natural person, firm, copartnership, association, limited liability company, or corporation. See California Vehicle Code 470
- vehicle: is a device by which any person or property may be propelled, moved, or drawn upon a highway, excepting a device moved exclusively by human power or used exclusively upon stationary rails or tracks. See California Vehicle Code 670
(b) The person is under the direct supervision of an adult who has in their possession an appropriate safety certificate issued by this state, or issued under the authority of another state.
(c) The person has in possession an appropriate safety certificate issued by this state or issued under the authority of another state.
