(a) The department, if requested by the Sacramento Metropolitan Air Quality Management District pursuant to § 41081 of the Health and Safety Code, shall impose and collect a surcharge on the registration fees for every motor vehicle registered in that district, not to exceed four dollars ($4).

(b) This section shall become operative on January 1, 2034.
