- agency: means any city, county, district, joint powers authority, or other political subdivision of the state involved with water management. See California Water Code 13452
- Board: means the State Water Resources Control Board. See California Water Code 13452
- Committee: means the Water Conservation and Water Quality Finance Committee created by Section 13454. See California Water Code 13452

- In-lieu recharge: means accomplishing increased storage of groundwater by providing interruptible surface water to a user who relies on groundwater as a primary supply, to accomplish groundwater storage through the direct use of that surface water in lieu of pumping groundwater. - Waste: includes sewage and any and all other waste substances, liquid, solid, gaseous, or radioactive, associated with human habitation, or of human or animal origin, or from any producing, manufacturing, or processing operation, including waste placed within containers of whatever nature prior to, and for purposes of, disposal. - Waters of the state: means any surface water or groundwater, including saline waters, within the boundaries of the state. See California Water Code 13050
