The minimum array of services for adults meeting the target population criteria established in subdivision (b) of Section 5600.3 should include the following modes of service in every geographical area, to the extent resources are available:
(a) Precrisis and crisis services.

- to the extent resources are available: means to the extent that funds deposited in the mental health account of the local health and welfare fund are available to an entity qualified to use those funds. See California Welfare and Institutions Code 5601
(b) Assessment.
(c) Medication education and management.
(d) Case management.
(e) Twenty-four-hour treatment services.
(f) Rehabilitation and support services.
(g) Vocational services.
(h) Residential services.
