Upon his or her appearance before the juvenile court on a complaint charging violation of § 48293 of the Education Code, the juvenile court shall inform the parent, guardian, or other person having control or charge of the minor of the right to an open hearing and of the right to have a hearing on the complaint before a judge different than the judge who has heard or is to hear the proceeding pursuant to Section 601. The provisions of § 170.6 of the Code of Civil Procedure shall be explained to the parent, guardian, or other person having control or charge of the minor.
