Notwithstanding any contrary provision in § 31-306, any compensation due on behalf of any presumptive dependent child under the provisions of said section, which child has been committed to the Commissioner of Social Services or the Commissioner of Children and Families as neglected or uncared for, shall be payable to the commissioner as legal guardian of the child less fees approved under subsection (b) of § 31-327.
