The department shall disburse moneys from the fund in a manner consistent with the limitations on uses of litigation proceeds set forth in any controlling court order. If a controlling court order permits expenditures other than or in excess of expenditures authorized under section 17a-674c, the department shall adhere to the limitations on use of moneys set forth in section 17a-674c. If the provisions of section 17a-674c permit expenditures other than or in excess of those authorized in a controlling court order, the department shall adhere to the limitations on use of moneys set forth in the court order.
