No person shall use or apply chlorpyrifos: (1) On any golf course, or (2) for any cosmetic or nonagricultural use. The Commissioner of Energy and Environmental Protection may assess a civil penalty of not more than two thousand five hundred dollars to any person who violates the provisions of this section.
