The Department of Veterans Affairs shall, within available appropriations, convert, rehabilitate and renovate vacant, underused or otherwise available properties for the purpose of housing homeless or housing insecure veterans, and shall build, improve or remediate infrastructure as necessary to support such properties for residential use.
