Connecticut General Statutes 8-336q – Regulations. Housing Trust Fund Program Advisory Committee. Terms and conditions
(a) The commissioner, in consultation with the Treasurer, the Secretary of the Office of Policy and Management and the Connecticut Housing Finance Authority, shall establish regulations and criteria for rating various proposals for funds under the Housing Trust Fund program. The regulations shall be adopted pursuant to chapter 54 and posted on the department‘s web site.
Terms Used In Connecticut General Statutes 8-336q
- Amendment: A proposal to alter the text of a pending bill or other measure by striking out some of it, by inserting new language, or both. Before an amendment becomes part of the measure, thelegislature must agree to it.
- Authority: means the Connecticut Housing Finance Authority. See Connecticut General Statutes 8-336m
- Bankruptcy: Refers to statutes and judicial proceedings involving persons or businesses that cannot pay their debts and seek the assistance of the court in getting a fresh start. Under the protection of the bankruptcy court, debtors may discharge their debts, perhaps by paying a portion of each debt. Bankruptcy judges preside over these proceedings.
- Commissioner: means the Commissioner of Housing. See Connecticut General Statutes 8-336m
- Contract: A legal written agreement that becomes binding when signed.
- Department: means the Department of Housing. See Connecticut General Statutes 8-336m
- Foreclosure: A legal process in which property that is collateral or security for a loan may be sold to help repay the loan when the loan is in default. Source: OCC
- fund: means the Housing Trust Fund created under section 8-336o. See Connecticut General Statutes 8-336m
- Lien: A claim against real or personal property in satisfaction of a debt.
- Mortgage: The written agreement pledging property to a creditor as collateral for a loan.
- program: means the Housing Trust Fund program developed and administered under section 8-336p. See Connecticut General Statutes 8-336m
- Secretary: means the Secretary of the Office of Policy and Management. See Connecticut General Statutes 8-336m
- Treasurer: means the State Treasurer and includes each successor in office or authority. See Connecticut General Statutes 8-336m
(b) The commissioner may adopt regulations, in accordance with the provisions of chapter 54, to carry out the provisions of sections 8-336m to 8-336q, inclusive.
(c) The commissioner may request, inspect and audit reports, books and records and any other financial or project-related information with respect to eligible applicants that receive financial assistance, including, without limitation, resident or employment information, financial and operating statements and audits. The commissioner may investigate the accuracy and completeness of such reports, books and records.
(d) Whenever financial assistance is provided pursuant to section 8-336p, the commissioner may take all reasonable steps and exercise all available remedies necessary or desirable to protect the obligations or interests of the state, including, but not limited to, amending any term or condition of a contract or agreement, provided such amendment is allowed or agreed to pursuant to such contract or agreement, or purchasing or redeeming, pursuant to foreclosure proceedings, bankruptcy proceedings or in other judicial proceedings, any property on which such commissioner or the department holds a mortgage or other lien, or in which the commissioner or the department has an interest.
