Delaware Code Title 16 Sec. 10301 – Purpose
(a) The purpose of this chapter is to create the Delaware Health Information Network, a not-for-profit body both politic and corporate, to serve as a public instrumentality that has the right, obligation, privilege, and purpose to promote the design, implementation, operation, and maintenance of facilities for public and private use of health care information in the State. DHIN is the State’s sanctioned provider of health information exchange services.
Terms Used In Delaware Code Title 16 Sec. 10301
- DHIN: means the Delaware Health Information Network. See Delaware Code Title 16 Sec. 10312
- Obligation: An order placed, contract awarded, service received, or similar transaction during a given period that will require payments during the same or a future period.
- Partnership: A voluntary contract between two or more persons to pool some or all of their assets into a business, with the agreement that there will be a proportional sharing of profits and losses.
- Provider: includes a hospital or health-care practitioner participating in a group arrangement, including an accountable care organization, in which the hospital or health-care practitioner agrees to assume responsibility for the quality and cost of health care for a designed group of beneficiaries. - State: means the State of Delaware; and when applied to different parts of the United States, it includes the District of Columbia and the several territories and possessions of the United States. See Delaware Code Title 1 Sec. 302
(b) DHIN is a public-private partnership for the benefit of all citizens of this State.
(c) DHIN shall ensure the privacy of patient health-care information.
