Certificates of inspection shall be issued by duly authorized agents or inspectors of the Department of Agriculture, Division of Fruit and Vegetables. In case of emergency or necessity, a competent individual may be designated, in accordance with Florida Statutes § 601.39, to inspect and certify to the maturity and grade of certain fruits.
